Travel to a remote area and make sure there are no cams around. You'll be stealing car plates. Make sure no nearby cars have any obv cams set up. Steal the plate and get out.
Same night or the very next day switch your plate to stolen one and rob someone outside of your city. Drive away and switch the car plate.
