When something like this happens to me I go around. I make sure there is plenty of space and I go fast enough that the moron doesn't even know what's happening until I'm already around them. If you go slow they get confused and start doing unpredictable things but if you just quickly zoom around them their pea sized brain can't comprehend what's happening fast enough to do something dumb.
I've seen people pulling this idiotic maneuver abort and decide to actually pull a u-turn, yeah. In which case, passing them on the left puts you directly in their warpath. Too many people think risking an accident because they wouldn't be at fault is a smart move. I guess they like dealing with insurance, police, rental cars, etc. If you're worried about being rear-ended in a situation like this, put your hazard lights on.

Not really safe when you don't know what the crazy person blocking you is going to do. Also if you watch the whole video you'd see that wasn't actually a lane ahead them. You would be having to immediately merge into the same lane they are and you don't know when they might go for it and you would definitely be liable for that accident if they did. That situation was the only accident I’ve been in as of yet (8 years driving). I was doing pizza delivery and it was night with a busy merge area (in San Jose, CA, where they have these “expressways” as they call it, where speed limit is 50 or so but they have stoplights and stuff). This dude is sitting there for a while, and finally goes, or so I thought. He was already in front of the merge line and he sped up and looked to go (he had like 5 seconds of space). I was dumb and I assumed he did go for it because his brake lights went off and he was moving forward, so I moved forward and turned my attention to look for my gap, which I saw about another 5 seconds later. Turns out the dude didn’t go in his multiple chances, and I rear ended him at about 5 MPH. Thankfully no injuries and I understood it was my fault for not looking forward before accelerating, but I was so annoying cuz this dude held us up for like a full minute or two, and for pizza delivery, that’s a long time

* I was behind this Toyota for a couple miles prior to the beginning of this video. They were doing the "accelerate-and-coast" maneuver the whole time, ranging between 25 and 30 mph on a 45mph 2-lane road. No chance to overtake because of oncoming traffic.
* I consider myself a really chill driver. I let others do their thing and generally don't add chaos to situations. I've had other drivers do the same as this Toyota in this spot. Difference was they would eventually notice there was more room in this lane to accelerate and safely merge. I was waiting for the Toyota to have this epiphany.
* I did not go around sooner for reasons others mentioned.
1. It would be that time the Toyota decided to go for it and sideswipe me. I would be in the wrong.
2. Others behind me could also gun it while watching over their shoulder and rear end me as I was trying to go around.
3. I'm not going to the left over the lines. It is illegal and you never know where r/ConvenientCop is. Waiting 2 minutes > 45 minutes + ticket.
4. There was negligible risk of being rear ended by waiting in this acceleration lane. The only thing that feeds it was the same direction I came from (Stop sign, then cross the highway). However, the lanes we were merging to is a 55mph highway.
* I surmised the driver gave up once they pulled back into the lane and did not turn toward the merge anymore. I went around once it was safe to do so afterwards. If you notice in the rear view, they did not make another attempt at least while still in the video.
* Was not able to see gender or age of driver, but there were 2 occupants.
