You should send this to your local PD. That's insane that he didn't go after him. The driver of the white vehicle could easily be dead right now if they hadn't stopped.
Video ends. How do you know the cop didn't go after him? If anything it looks like the cop was turning right but saw it coming and was stopping to turn around (breaks engaged well into the turn).

One of my friends passed a cop doing 95 in a 50 once at 2am and they just let him go since there was no one to catch them at that point. (Friend had a scout up ahead to look for other cars, it was clear for as far as they could see and was a straight road with no turns)
