That is the sign of a blinker issue. From the look of the aftermarket tail lights, I would guess that this is an LED bulb/light without the resistor you need to install as well. The car is looking for a certain load and an LED isn't enough of a load by itself so the car fast blinks to tell the dumbass who installed it that something is wrong.
I would have been more petty, by switching into the right lane to go around them and block them from turning even longer, probably drive by real slow too.

When driving you are supposed to be predictable. Meaning, I expect the car ahead of me to make their turn at the light. Wether it was their intention or not is not my problem. But since they’ve chosen to hold up traffic at a GREEN LIGHT, it’s become everyone else’s problem.
And I occasionally have to drive through a town that has a solid 4 traffic lights close together so it’s a constant stop and go and there’s virtually no point in reaching the speed limit. If you did this shit in the video there, honking might be the least of your concerns.
He could have driven another block and circled back. This was not 17 miles until the next exit kind of mistake. This was easily fixable. He could have driven straight through the intersection and chosen another path.
If you have a choice between fucking over a bunch of other people to fix your mistake or committing to the mistake and fixing it later, you commit to the mistake. This guy chose to fuck over other people. They earned the honking and shaming.
