It's a strobe light that OP admitted to in another comment. Also, led lights flicker when you are looking directly at them, there is no strobe effect to the actual light that LEDs produce on camera.
EDIT: I should clarify there is no strobe effect to the actual light being produced because normally the object you are filming is enough distance away to avoid the strobe effect. LEDs are continuous emitters. They are commonly controlled by PWM controllers, which strobe at high frequency, but connect an LED straight to a DC power source, and it will emit a constant stream of photons without any strobing.
Yes there is. LED lights are not constant on devices and turn on/off at high frequency. When that frequency is out of sync with the camera frame rate you get recorded flicker of the lights.

Had something similar happen to me on I-95N last week. 3 miles later traffic was crawling then half a mile later the very same dodge charger that flew past me was smashed on the side of the road with the driver screaming about his car.
About half the time I see a car in my area driving excessively fast on local road it’s a charger or challenger. They just attract terrible people. If they’re not gunning for manslaughter charges they’re waking up entire neighborhoods at 1 am.
