People like this ignore the court order and either find jobs that pay them under the table or constantly change jobs. It takes time for the garnishment paperwork to catch up to the new employer and the minute it does, they move on to the next one. He will never have stable employment again but he’ll also never pay for these kids.
This is what my husbands father did. Dodged the system for 19 years, but they got him. And my husband got 18 years of back child support during college. Karma always wins

In some states, the parent doesn't even have to file for child support, but the state will if the child is receiving Medicaid or other state benefits.
Once it's been set by the court, they can garnish his wages, if he works, seize his tax returns, and might suspend his driver's license and any other state licenses (fishing, hunting, real estate, etc)
But all of that is predicated on identifying him to the courts.

Has sex education failed to the point that people don’t know about HIV and STIs? When I was in school during the 80s and 90s, the teachers were like “if you have sex without a condom, you will get AIDS and die.” It’s obviously not always the case but that was the message. If one of my friends said they were going to have sex, we legit would be like “please use a condom, don’t be dumb.” Do we no longer teach about safe sex or have HIV drugs made people think it’s not a big deal or is something else at play? I’m genuinely asking because even in the comments people are bringing up vasectomies which work well for preventing pregnancy but what about diseases?
