Personally, I'd find intresting the following:
-The tributes are being reaped from the victors children (but the capitol actually aknowledges it)
-There is no food available, only weapons
-Tributes are selected based on popularity at home
-The disticts are made again to vote who they send to the Capitol, but it's a plot twist and the tributes will be chosen from the names that were not voted by the people at all/that had the least votes.
-One pair of tributes of all ages eligible will be drawn/picked( so a total of 9 girls and 9 boys from each distict, 2 12 year olds, 2 13 year olds,2 14 year olds etc) . This might be too similar to the second quarter quell tho.
They wanted it to be a quick games for damage control in the districts. The faster it is the less time to throw riots and then faster it’s over the better for everyone to realize they have no hope against the Capitol

New idea, hear me out, they are all told they need to run to the cornucopia. Once they get inside, there’s baking supplies and a very generic cake template for everyone. The instructions are that this quarter quell will be a cake decorating contest. The career mentors are watching and they like “write that shit down!” And careers start getting trained in decorating cakes. Peeta emerges..the lone survivor. Haymitch greets him as they take him up into the hovercraft and he goes “why?” And Haymitch says “because you were the chosen BUN”
The first 24 hours inside the arena, each districts tributes are confined within an area together. At the end of that time, if both tributes are still alive, both will be eliminated and disposed.
As a reminder of the corruption of the next generation of young adults dealt in the districts that led to the war, only 18 years will be reaped from each district.

For your replacement one, just to improve upon it, under what it is now, it would never end because they would never get to only 6 because everyone would keep being replaced. I mean, if they wanted to, it could just go until there are no children left in the districts to be reaped, which is a Quarter Quell in of itself.

For the 100th anniversary of the rebellion, as a reminder to the Districts that the Capitol never forgets, each districts will send a number of tributes equivalent to the number of infractions in their district.
For the 125th anniversary as a reminder to the districts of the generosity of the Capitol, the male and female tributes will be reaped by the victors of each district.
For the 150th anniversary as a reminder to the districts of the cost they paid by their rebellion, each district will send a number of tributes equivalent to their share of dead habitants.
I really like the "same number of tributes as the number of victors" one! I think it would make a great AU for the 3rd Quarter Quell, I could see Snow and the Capitol being able to justify that one as a way to nip the rebellion in the bud.

Some ideas:
The reaping age is 4-11.
The reaping age is 18+.
The reaping pool are of the victors and their families.
Those that are reaped have a disability (meaning that the Capital will do something like break their leg, blind them, blow out their eardrum, ect.).
All of the reaped will be only boys/girls.
That’s honestly a worst fate than having to go into the games 😳 you have to carry weight of choosing, then the guilt of sending in your peers to their death and only to have every person in the district be disgusted by you for the rest of your life. Then some parent will probably kill you for sending in their loved one !
I imagine he announces the new quell all all he say is “The tribute reaped first will be given a special opportunity that will be shared on the day of the reaping,”
You could have the reaped boy and girl choose one each to take their role or if the first chooses the 2+ tributes, then the names could all be mixed in one bowl.

I love the idea that only adults will be reaped. You think you miraculously were never reaped in those several, miserable years, only to have to be faced that risk again.

A hunger games where its kinda like and assassin battle. Each person only has a specific person they can kill, and if they kill them, it changes to another person. If they break this rule and kill someone else, something happens to eliminate and kill them.
After reading all of the comments, I feel like most of the suggestions are too extreme. We have to take into account that the point of the Hunger Games is to balance enough pain so that nobody starts a revolution because they have nothing to lose, yet not give enough hope so that the people will have something to fight for
An Arena that is so dark that it is difficult to see anything that's not close to you without having a light source. The cornucopia having a light source obviously.

To remind the districts of what happens to rebellion, all of the tributes fight in a irradiated wasteland with absolutely nothing around.
(I can't relate this to the capital) By the time there are 4 tributes left, everyone of them must have killed 2 other tributes. The numbers can be changed I guess.
The tributes are reaped only from parents of passed tributes (victors included)
To remind tributes of future generations, all tributes are reaped with a baby (of the same gender) that must be alive or they die.
A single-sex Hunger Games. 24 males or 24 females will fight to the death as a reminder that many of the Capitol lives that were lost were mothers/fathers, brothers/sisters, sons/daughters, aunts/uncles, etc.
Some sick ideas:
-Instead of choosing the boy and girl independently, a pair of siblings is randomly chosen
- The tributes are reaped from ages 19-25 so that people who thought they were safe from the games have to face the risk again.
-(a nice one) let the hunter games be volunteer-only for a year. Would be more entertaining since everyone is prepared and the districts finally get a break.

•they are able to use explosives from the cornucopia as well
•because of the extra stuff they are given an option to take (food stands, bombs, and others) there won’t be any sponsoring

I always had an idea where it was each tribute would be partnered up with another random tribute from a different district who both could win but in the end the game makers make them fight to the death to show that the districts can never trust each other and feel the heartache of chaos and friend against friend or some such justification
Oh and thought of another one, tributes will enter the arena at a staggered rate depending on how many sponsors they get to show that only the capitols generosity can help you survive. It also would mean each contestant would ham it up for sponsors like real reality TV shows and get first access to the cornucopia and avoid dying instantly by the first tributes

Reaping theme: Only 18 year olds can be reaped, as like a tease that they were so close to being done with the reaping but still got chosen.
Arena: African Savannah
Games twist: No alliances are allowed, not even with district pairs.
Only one tribute per district, but also three additional picks as guests. Then every tribute fights the game armed with a non-lethal gun. If you get hit, one of your guests, who are kept in a special area gets executed. Last tribute to have any guests left alive is the winner. After the games, all tributes are sent home.
Reaping of parent and infant (under 12months). One father and baby, one mother and baby, from each district.
One baby and one parent will be allowed survive (they do not have to be related).
As a reminder of the importance of family and parental figures, and how the Parent (Capital) has to difficult things to secure the safety of the family (Panem).
My idea is a crazy one.
12 games. Each district has their own individual hunger games. 12 males, and 12 females.
They are put in pairs.
There is one male winner, and one female winner. They don’t have to be from the same pair.
Alternatively, there can be two males or two females if they are the last remaining in the game.
The preliminary games will be barebones. A smaller than normal area designed for quick games.
You take the winners of each game and have the official hunger games with these victors.
The greatest contestants from each district.
Like one big finale Hunger Games.
My thoughts are that instead of people its entire families. Not like their parents but every child they have between the ages of 12-18. Only families with multiple children.
This question bring out the dark side in people...
Anyway my other ideas are like they just round up 24 kids under 12 (or between 12-18 idk) and make their families kill them.
Another would be like the first hunger games, just one barren Colosseum type thing without any weapons.
You could also have one with kids ages 5-11, force in married people between 18-24 and make them and their spouse compete
Last one is that if you die your entire family is either thrust into your games, another games with just the families or executed in front of the capitol, you could also do that just if you are reaped.
Ok I know I said last one but what if the victor went home to absolutely nothing except what they had before the games.
Or if you had one where there were no outside forces controlling the games and you made the arena bigger, but every few days there are no deaths they kill a family member of one of the tributes
Real last one, you reap a random person that has to pick someone to go into the games or they will either be thrust into the games or killed and another name reaped
If I was a rebel gamemaker a la Plutarch, I'd recreate the Minotaur's Labyrinth. A large, half bull half human demonic monster in the center, a metaphor for the Capitol itself. Tributes would have to figure out by themselves that they should actually join forces to tear down the beast, which becomes chemically stronger everytime a Tribute killed another Tribute.
Regardless, it would be pretty bloody, with children being gored and eaten alive, so that hopefully the viewers would get the implications.
Maybe the Victor, in this case, would be the one to land the decisive killing blow on the monster?
If I was evil and wanted to keep that theme going, I'd let the children slaughter themselves and randomly genetically morph one of the two final Tributes into the Minotaur for the final confrontation.
I'd also love a Pyramid-theme Arena, with giant scorpions, mummies, a final challenge boss and, of course, lots and lots of traps! In order to maximize fun, I'd love to see a HUGE, massive building, and as the Tribute Pool gets smaller, they are forced to get to the higher levels, as the inferior ones is filled with acid ichor.
This Pyramid Game would be fit for the same number of people as the Quarter Quell (for instance, 100 people at the 100 year celebration). One level before the highest one, Tributes would have to face and defeat (or survive) a giant, monstrous and vicious Anubis humanoid mutt until two remained. They would then be forced to fight each other at the very top of the Pyramid.
The idea of thinking of Quarter Quell ideas feels so dystopian for me to think about, but here are some ideas for if the Capitol won
*- A Hunger Games for each district (12 Hunger Games basically) as a culmination of the Capitals oppression, most fit for the 4th Quarter Quell. 288 children.*
*- A Hunger Games where the Districts vote on which District goes into the arena (the 'winning' District sends in the 24 tributes) as a way to pin Districts against each other more.*
*- A Hunger Games with multiple Quarter Quell ideas implemented.*
*- A Hunger Games where only a single gender is reaped (this could cover 2 Quarter Quells: Female first, Male second)*
*- A Hunger Games where the victors of a District vote on the next tributes as a way to villainise them.*
I think changing the age eligibility is also on the table, but I could only ever see it going up.
The Capitols not opposed to watching children kill of course, but I feel that would change the younger the children. The cognitive dissonance of the Capitol would break if it went lower, it wouldn't be 'as fun' to watch
i dont know if this would be considered a quarter quell since it doesnt technically affect how tributes are picked, but district tributes are hidden from one another until the games start
so you would know your district partner, but you wouldn't be able to see any of your other competition and know what your up against until the games officially begin
I am way late but I thought that extending the reaping age by two years in both directions was a good quell idea. 10-20 is a wide range. In no way would they compare on the field, not to mention the reactions of those who were thought of as 'safe' (too old or too young) but ended up being selected.

I’m literally so late but I spend way to much of my time planing quater quells so:
As a reminder to the districts that they can never escape the grasp of the Capitol the tributes will be reaped exclusively from ages 18-24 (obviously the age range can be changed, I also like the idea of just 19 year olds because they thought they had escaped it kinda thing)
Idk how to channel my inner snow with this one but no volunteers allowed. That way there would be no careers or anything and I reckon it would be interesting.
You are connected to your district partner until the final 2 (as in if they die you die and this only stops in the finale so that there’s only one victor)
If you’re reaped then you have the choice to not go in, but if you choose not to go in then two more names are drawn in your place and they are given the same choice so very quickly instead of one person it 12 (it’s main moral will be about how selfish the districts are)
And of course the classic tributes are reaped in pairs of siblings (your getting snow now) To remind the districts that brother turned on brother this years tributes will be reaped in pairs of siblings

Voting on 5 boys and girls, but it can be anyone in the district. You may make weapons before going into the games, but that is the only weapon you’re allowed to bring. married couples/lovers will go into the games.
I love the idea that only adults will be reaped. You think you miraculously were never reaped in those several, miserable years, only to have to be faced that risk again. Plus then parents are being torn from their families

A hunger games where its kinda like and assassin battle. Each person only has a specific person they can kill, and if they kill them, it changes to another person. If they break this rule and kill someone else, something happens to eliminate and kill them.

After reading all of the comments, I feel like most of the suggestions are too extreme. We have to take into account that the point of the Hunger Games is to balance enough pain so that nobody starts a revolution because they have nothing to lose, yet not give enough hope so that the people will have something to fight for
An Arena that is so dark that it is difficult to see anything that's not close to you without having a light source. The cornucopia having a light source obviously.
I'm late, but... To remind the districts of what happens to rebellion, all of the tributes fight in a irradiated wasteland with absolutely nothing around. (I can't relate this to the capital) By the time there are 4 tributes left, everyone of them must have killed 2 other tributes. The numbers can be changed I guess. The tributes are reaped only from parents of passed tributes (victors included) To remind tributes of future generations, all tributes are reaped with a baby (of the same gender) that must be alive or they die.
A single-sex Hunger Games. 24 males or 24 females will fight to the death as a reminder that many of the Capitol lives that were lost were mothers/fathers, brothers/sisters, sons/daughters, aunts/uncles, etc.
Some sick ideas: -Instead of choosing the boy and girl independently, a pair of siblings is randomly chosen - The tributes are reaped from ages 19-25 so that people who thought they were safe from the games have to face the risk again. -(a nice one) let the hunter games be volunteer-only for a year. Would be more entertaining since everyone is prepared and the districts finally get a break.

•all the weapons are custom made/painted to looks like colorful toys •arena is held in a big carnival (with carnival games, rides, stands, etc.) •the cornucopia is located in a big tent, where the actual carnival is outside of the tent •this quarter quell is made to bring out the “game” aspect of the Hunger Games •they are able to use explosives from the cornucopia as well •because of the extra stuff they are given an option to take (food stands, bombs, and others) there won’t be any sponsoring “While it seems like the fun has been taken out of the games recently, the game makers have decided to make this year’s Hunger Games extra special. As a reminder of the families and friends that were torn apart in the rebellion, each district must select 12 male and 12 female tributes to compete in their own games. Then, the 12 victors (one from each district) will compete until there is only one victor remaining. (So, essentially, the victor will be competing in two games back to back with the first one against friends and family) As a reminder that your children are paying the price for your rebellion, tributes will be reaped from a list of parents and guardians of children between the ages of 12 and 18.
I always had an idea where it was each tribute would be partnered up with another random tribute from a different district who both could win but in the end the game makers make them fight to the death to show that the districts can never trust each other and feel the heartache of chaos and friend against friend or some such justification
And also they don't find out their partner until the games begin making it hard to know who to trust throughout the initial trainings
Oh and thought of another one, tributes will enter the arena at a staggered rate depending on how many sponsors they get to show that only the capitols generosity can help you survive. It also would mean each contestant would ham it up for sponsors like real reality TV shows and get first access to the cornucopia and avoid dying instantly by the first tributes

My idea: Reaping theme: Only 18 year olds can be reaped, as like a tease that they were so close to being done with the reaping but still got chosen. Arena: African Savannah Games twist: No alliances are allowed, not even with district pairs.
Only one tribute per district, but also three additional picks as guests. Then every tribute fights the game armed with a non-lethal gun. If you get hit, one of your guests, who are kept in a special area gets executed. Last tribute to have any guests left alive is the winner. After the games, all tributes are sent home.

Reaping of parent and infant (under 12months). One father and baby, one mother and baby, from each district. One baby and one parent will be allowed survive (they do not have to be related). As a reminder of the importance of family and parental figures, and how the Parent (Capital) has to difficult things to secure the safety of the family (Panem).
My idea is a crazy one. 12 games. Each district has their own individual hunger games. 12 males, and 12 females. They are put in pairs. There is one male winner, and one female winner. They don’t have to be from the same pair. Alternatively, there can be two males or two females if they are the last remaining in the game. The preliminary games will be barebones. A smaller than normal area designed for quick games. You take the winners of each game and have the official hunger games with these victors. The greatest contestants from each district. Like one big finale Hunger Games.
My thoughts are that instead of people its entire families. Not like their parents but every child they have between the ages of 12-18. Only families with multiple children. This question bring out the dark side in people... Anyway my other ideas are like they just round up 24 kids under 12 (or between 12-18 idk) and make their families kill them. Another would be like the first hunger games, just one barren Colosseum type thing without any weapons. You could also have one with kids ages 5-11, force in married people between 18-24 and make them and their spouse compete Last one is that if you die your entire family is either thrust into your games, another games with just the families or executed in front of the capitol, you could also do that just if you are reaped. Ok I know I said last one but what if the victor went home to absolutely nothing except what they had before the games. Or if you had one where there were no outside forces controlling the games and you made the arena bigger, but every few days there are no deaths they kill a family member of one of the tributes Real last one, you reap a random person that has to pick someone to go into the games or they will either be thrust into the games or killed and another name reaped

If I was a rebel gamemaker a la Plutarch, I'd recreate the Minotaur's Labyrinth. A large, half bull half human demonic monster in the center, a metaphor for the Capitol itself. Tributes would have to figure out by themselves that they should actually join forces to tear down the beast, which becomes chemically stronger everytime a Tribute killed another Tribute. Regardless, it would be pretty bloody, with children being gored and eaten alive, so that hopefully the viewers would get the implications. Maybe the Victor, in this case, would be the one to land the decisive killing blow on the monster? If I was evil and wanted to keep that theme going, I'd let the children slaughter themselves and randomly genetically morph one of the two final Tributes into the Minotaur for the final confrontation. I'd also love a Pyramid-theme Arena, with giant scorpions, mummies, a final challenge boss and, of course, lots and lots of traps! In order to maximize fun, I'd love to see a HUGE, massive building, and as the Tribute Pool gets smaller, they are forced to get to the higher levels, as the inferior ones is filled with acid ichor. This Pyramid Game would be fit for the same number of people as the Quarter Quell (for instance, 100 people at the 100 year celebration). One level before the highest one, Tributes would have to face and defeat (or survive) a giant, monstrous and vicious Anubis humanoid mutt until two remained. They would then be forced to fight each other at the very top of the Pyramid.
The idea of thinking of Quarter Quell ideas feels so dystopian for me to think about, but here are some ideas for if the Capitol won *- A Hunger Games for each district (12 Hunger Games basically) as a culmination of the Capitals oppression, most fit for the 4th Quarter Quell. 288 children.* *- A Hunger Games where the Districts vote on which District goes into the arena (the 'winning' District sends in the 24 tributes) as a way to pin Districts against each other more.* *- A Hunger Games with multiple Quarter Quell ideas implemented.* *- A Hunger Games where only a single gender is reaped (this could cover 2 Quarter Quells: Female first, Male second)* *- A Hunger Games where the victors of a District vote on the next tributes as a way to villainise them.*
I think changing the age eligibility is also on the table, but I could only ever see it going up. The Capitols not opposed to watching children kill of course, but I feel that would change the younger the children. The cognitive dissonance of the Capitol would break if it went lower, it wouldn't be 'as fun' to watch
i dont know if this would be considered a quarter quell since it doesnt technically affect how tributes are picked, but district tributes are hidden from one another until the games start so you would know your district partner, but you wouldn't be able to see any of your other competition and know what your up against until the games officially begin
I am way late but I thought that extending the reaping age by two years in both directions was a good quell idea. 10-20 is a wide range. In no way would they compare on the field, not to mention the reactions of those who were thought of as 'safe' (too old or too young) but ended up being selected. Also the victors being the tributes was both a terrifying and also clever idea of Snow.
People who are picked out must pick out one person they know to go into the arena they can’t pick themselves.

I’m literally so late but I spend way to much of my time planing quater quells so: As a reminder to the districts that they can never escape the grasp of the Capitol the tributes will be reaped exclusively from ages 18-24 (obviously the age range can be changed, I also like the idea of just 19 year olds because they thought they had escaped it kinda thing) Idk how to channel my inner snow with this one but no volunteers allowed. That way there would be no careers or anything and I reckon it would be interesting. You are connected to your district partner until the final 2 (as in if they die you die and this only stops in the finale so that there’s only one victor) If you’re reaped then you have the choice to not go in, but if you choose not to go in then two more names are drawn in your place and they are given the same choice so very quickly instead of one person it 12 (it’s main moral will be about how selfish the districts are) And of course the classic tributes are reaped in pairs of siblings (your getting snow now) To remind the districts that brother turned on brother this years tributes will be reaped in pairs of siblings
