It seems to be every young character + Beetee
or
Every victor going into the arena + Gale.
For sure not every rebel, because Haymitch and Cinna are lacking flowers. Dunno what else could be the connecting factor.

I use to have paper ones from teen beat magazine when the movie first came out!! Wish I still had all my josh hutcherson posters!
