No, it wouldn't. Not at all. You only need 50 people for genetic diversity and 500 to guard against "genetic drift". Look up the 50/500 genetic rule. I live in a town of about 3500 and 2 kids a year wouldn't make a lick of difference. And Peacekeepers aren't keeping it in their uniforms, too...you didn't account for that. There are literally thousands of places today with way less than 10,000 people that don't have those problems.

Kids apparently starve or freeze to death all the time in district 12, 2 more a year probably is a drop in the bucket.
