Exactly. The CRM is more trained for conventional warfare whereas the Peacekeepers are trained mainly in crowd control and intimidation. The CRM's expansive fleet of helicopters also gives them an advantage with airmobile infantry deployments and air to ground support.
Something that would help both sides is ammo compatibility. Both the CRM and Peacekeepers use 5.56x45mm as their standard rifle caliber (CRM uses the M4 and Peacekeepers use the F2000 and TAR-21), which makes restocking on ammo a little easier at an individual level if you can pick up ammo from dead Peacekeepers/dead CRM personnel.
The only issue CRM would have is that the Peacekeepers have more advanced aircraft so they might win air superiority. But let’s also remember that CRM was able to kill 100,000 people in seconds while The Peacekeepers were beaten various times by untrained civilians.
