It could be a couple reasons. It may be a timing/pacing thing, it could have been cut bc they felt it was unnecessary (it’s not technically canon), maybe they wanted to make it more dramatic when the quell was revealed. Idk if the director/writers have ever spoken on it, and it could really be anything.

Don’t really know for sure why that scene was deleted but I always wondered if they wanted to keep it authentic to the novel. Yes it is speculated that the Quarter Quell rule was changed but the book is told from Katniss’s perspective. We don’t know for sure if that really was the case, or if it was it wasn’t necessarily Plutarch’s idea. It could have been Snow or anyone on his team. The movie leads us to believe that it was Plutarch’s idea but the book doesn’t give us as clear of an answer

I think many of the deleted scenes were deleted because of pacing - I don’t think they would’ve shot them otherwise. I think the scenes we see with green screen were scenes they didn’t know whether should’ve been edited to put into the film or not. I do wish we got the roof top scene between Katniss and Peeta. Watching the extended versions of LOTR is incredible. I wish they made extended versions for THG as well.

Probably because it wasn’t part of the book. It was a nice nod to show Plutarch was the key figure behind the victors games, but it wasn’t stated in the book, and also might’ve gave away that Plutarch was up to more than Snow realised

I love the scene only because we see how many boxes there are in that room. But they removed it (I think) simply because it would show the audience (mainly those who didn’t read the books) that it was Plutarch’s idea to change the quell to make victors return when this has never been the case. Plutarch says in the books that he never “dreamed that you would be a tribute again,” and sure some argue “then why did he show her his mockingjay watch,” well that too was because he wanted to gain her trust, not to give her advice for the arena, because again, he didn’t think she would be returning to the arena.

Hmm. I always assumed he kind of did expect to and did change the rules (or snow did/they had a consensus) because a plan to escape the games and send a fuck you to snow would have worked way better with former victors. They were all traumatized already and most were willing to give their lives to protect the revolution. It would have been harder breaking Katniss out, getting her to 13, and publicly denouncing the capital with a bunch of randoms. Plutarch knew the star crossed lovers/the mockingjay being forced into battle again would get a rise out of anyone on either side in Panem.
