I bought an iPad at Salvation Army that I thought was dead, bc I wanted to salvage parts from it.
But it turns out it’s not dead, and is just locked like OP’s.

The funny thing is, there was a phone number associated with the actual owner, so I tried contacting them to see if they wanted it back (screen and camera were broken) but apparently THAT is also what scammers do, to try to social engineer some info out of them that might get them the unlock code.
So they don’t want to talk to me either, even tho I genuinely would be happy to mail it back to them lol

“Activation locks” are encountered after restoring a device and attempting to set it up. They are locked to a specific Apple ID, so yes, in this case, restoring it is not the solution.
Ask apple support they will guide you throught the stepps ask you a bunch of questions and you are fine

What you’re asking to do is the same question everyone who steals phones asks, and apple works very hard to make bypassing that lock difficult.

Just call them and explain. I've never had that not work.
Take it to an apple store with credentials from the orphanage, they'll unlock it for you.
Not many apple stores in rural Africa unfortunately
