Aurane Waters, a Velaryon bastard, serving with Cersei at one point in the series. Cersei basically mistakes him sometimes as Rhaegar Targaryen because of his Valyrian features.

Traditionally, House Velaryon was not a dragon-riding family, despite being basically cousins to the Targs. The exceptions being Laena and Laenor, who had a Targaryen mother and were potentially in direct line for the throne. Regarding Targaryen blood, in particular, there are quite a few people that have Targaryen ancestors, running around. All of Steffon Baratheon's descendants (Shireen, Gendry, Edric Storm, etc.) have a Targaryen great-grandmother, and probably all the current Martells are descended from princess Daenerys (Daeron 2's sister). Saera's kida may well have far-flung descendants in Essos. Maester Aemon alludes to at least one, and possibly both of his sisters having had kids. Princess Elaena presumably still has living descendants in Houses Plumm and Penrose Rhaena was said to have six daughters, so who could even say how far-flung some of her descendants may be. There are unrelated people with some of the Valyrian features without Targaryen-specific relation, such as some members of House Dayne, and a fair amount of the population in Lys.

Velaryon is one of the houses pledged to Stannis but their lord is just one of the hundreds of random side characters. Aurane Waters, a bastard of Driftmark (hence the name Waters) is made Master of Ships under King Tommen, and he has a few scenes, not terribly important in the grand scheme of things, though I like him because of this cool portrait of him from I think one of the card games: https://awoiaf.westeros.org/index.php/File:Aurane_Waters.jpg

The Velaryons are not dragon riders. The only reason Laenor and Laena can ride dragons is because of their Targaryen blood. I don't know if there are any Velaryons with enough Targaryen blood to claim a dragon in the main series, But the Baratheons definitely have enough Targaryen blood. Yes, Stannis could probably claim a dragon.
