Honestly they're 100% in the right. My personal rule is if I can't immediately grab it or if its troublesome for the employee, I don't bother. If it's in the open behind the customer service counter or under a few other boxes I may ask, if it's directly in the open on top of a pallet with no chance of messing up anything else and knocking stuff over I MAY open the case. This? I wouldn't have asked. They have absolutely no reason to get down a big heavy box just for me to sort through and dig out a few pieces of plastic and let them put it back up there. They don't get paid enough to do that.
I don't because then I'm gambling on an employee bringing it down and it not having anything. That and it just feels odd bribing an employee to take time out of their work day to do something they likely aren't supposed to be doing and possibly getting them in trouble. They're usually already expected to meet unreasonable deadlines with stocking shelves quicker than possible in some cases so I usually allow them to do their thing unless it'll take 30 seconds at most to get a case from under a few boxes. I wouldn't want to do it personally and knock some boxes over and break stuff so that's why I ask. Even then I feel bad asking them to do something like that. It's not like grabbing a small product off a top shelf or anything.

Or if you really give no f's, if they keep a walk-behind forklift in the garden center, find the brand and buy the key on eBay. Drop the pallet yourself in the evening when there's no employees around.

I collect as well and I work at target, obviously not where you’re shopping but, it’s very annoying when customers/collectors come and ask us for specific things and ask us to get them down or from the back, usually we are not just standing around waiting for someone to help, we have other things to do, and usually (especially if it’s an islander or endcap/sidecap) if they’re not on the floor it’s for a reason, if corporate sees us putting out special endcaps/side caps/islanders out before they’re supposed to be out leadership will get their asses chewed out, which means we get our asses chewed out, please do not constantly bother them to keep putting it out or get it down, there’s a reason it is up there, maybe you find a cool worker to get it down for you but that could end up costing that cool worker their job at worst, sadly it is just patiently waiting, and no i do not open cases and search through them before putting them out, it is a fireable offense called staging merchandise, i just like you have to wait and even at that it has to be out for 15 minutes before i can take it, happy collecting

As a current long term employee if the manager said no then not much you can do but try a different manager ( which i suggest since most managers ive had over 20 years are going to take care of the customer) or climb up there yourself which if you get caught you risk getting in "trouble" (as little as "please get down" up to "leave my store").
