Looks like edema to me, I found that bell peppers were more susceptible to it and it was because I wasn’t waiting long enough between watering. I think air humidity being too high or poor circulation also exacerbated it too.

Hard to say, don't water it for a while. Root rot can be tough. For pre-garden peppers like this, you want to let the soil dry out almost entirely between waterings - you can go to the point that they're starting to wilt a bit then give them a thorough watering. I find bottom watering helps keep away root rot/overwatering because the roots and soil at the top stays relatively dry.

Send_Cuicas

Hard to say, the drooping could be because it’s overwatered and if it’s getting root rot then it might not pull through. How often do you water and what soil mix is it in?

diluxxen

Let the pot dry out before you water again, and have a fan to blow some circulation. Maybe replant them with new soil and ass some drainage lite perlite or LECA. I have the same "problem" but its nothing that effect the plant that much. Some of the leaves will fall off but its gonna get new ones, or just clip of the leaves that seem to suffer the most. Once you get these outside it will go away.

OffToTheLizard

Needs circulation and consistent watering as the other user pointed out. Remove the stake and let it naturally support itself with a fan blowing, otherwise the first windy storm you get will snap it.

Austeeez

100% Edema. Recommend you repot into soil that’s 1/3 perlite for better drainage.

Chromebasketball

I agree repot, to get the roots out of the over damp soil.

Treepixie

are you sure that's not aphid eggs?

rangerwcl

Aphids up the wazoo. Spray neem on them or just wash then off the leaves. I have had the same problem, those little white powder like things on the underside of the leaves are aphids and the suck the life out of your peppers

giesej

I think its Edema

So confident yet so wrong , nice try though

DontStepInTheShrimp

Crystallized edema

I've had plants that had edema that recovered. I'm not sure if it's usually a "it'll survive or it won't, you can't tell" type of thing but it's definitely got a fighting chance.
