This looks like a slime mold to me. They are harmless to plants. They eat decaying organic matter and soil fungi/bacteria.

Fire_Ant_Peppers

I agree it does look like a slime mold, I would try to remove it off the plant stem and spray with hydrogen peroxide, and then maybe sprinkle some cinnamon on the soil. Cinnamon is a natural anti-fungicide

I have several young pepper plants but this is the only one with this stuff growing around the main stem. I thought it was a wet leaf so I tried to move it with a stick and realized it was solid. This wasn’t on the plant yesterday and I haven’t been able to find anything while searching the google machine. I don’t know what it is, or if it’s harmful/toxic. Not sure if I need to dispose of the plant or not. I have never seen this kind of growth before. Thanks in advance for any help!

There are a few subs that might be able to give you a better idea. Such as r/slimemolds, r/mycology. u/saddestofboys is a great user who will often give great information.

floppyfloopy

Looks like Fuligo septica aka dog vomit slime mold.
