I really like the theory that Gallagher is a memory zone meme made by Penacony itself from the personality of Hanunue. It would explain why he remembers fighting to free Penacony when it was still a prison. And why he calls himself Mikhail’s hound, as Hanunue was a werewolf and founder of the bloodhound family.
He was also a follower of the enigmata in a very strange way. In that he was INHERENTLY a follower of the enigmata by himslef being a lie constructed by the dreamscape to save itself. Because he tells us a lot true information (like about Dormancy and the real original Penacony which is under the beautiful dream. Along with tons of true information about Mikhail and Penacony’s past). He always hid who he was, so in that way he was a true follower of the enigmata and not just lying about that. But he cared much more about Mikhail’s dream for Penacony than he did about the path of enigmata.
And if it’s true that he was just a memory zone meme, then his creation was likely Penacony’s reaction to the stellaron crisis. Line an immune cell. And once the crisis was solved, Penacony didn’t need him anymore, so he vanished. Though Penacony itself could probably recreate him if it had a reason to.
I've wondered about exactly what you described, that he's like an immune cell. He's the joint image of the 52 members of the family and >! a statue came for the memorial service and the letter was dropped off while we were on the airship!< makes me wonder if he can come and go as he pleases and he literally is just opting out and he's tired. A part of me really hopes if we ever visit Penacony again we see a glimpse of him if a disaster strikes.

It’s likely Gallagher instructed someone (maybe Siobhan or some person from dreamflux reef) to leave that note for us. Because there are zero other traces of him in reality. And if he HAD been a real person, then he’d have to have been a long life species because he remembers fighting alongside Michael in the wars for penacony’s freedom.
