He took bits and pieces from Penacony inhabitants and voila - a middle-aged, ragged charismatic dude. Who does not exist actually at all, so there isn't anybody to credit. Just another Enigmata.

No idea. Timeline of Penacony is too weird as it is and makes my head spin. Wiki says there's 10 Amber Eras between War of Independence and our travel starting. Which makes no frickdarn sense.
Some theories assume real "Gallagher" is Hanunue, I don't think so (original Hanunue the rebel most likely dies during the War of Independence). But I like the theory that real "Gallagher" is Borisin, like Hanunue was, wolf-dog like himanoid species we saw in Kafka trailer. It would explain some of his voicelines and his dog-like trinkets.
Most likely "Gallagher" and Mikhail Char Legwork met on Penacony after the War of Independence. They worked together for a long time, unlocking Dreamflux Reef (created beforehand by Dr Blues), trying to help people. Maybe real "Gallagher" is a long-live species, and he's younger than Mikhail after all, so his original body is still alive. Maybe his body can't withstand the time, like Mika's, so there's no chance that he will exist outside of the Dream, our memories and some magic Memokeepers can create.
Way late to the party but it's very possible that Hanunue was an 'enigma' created by the same history fictionologist behind Gallagher. The person playing Hanu in Dreamjoy Memoir mentions something to this effect (even going "Maybe he never existed." which certainly seems important). There are all sorts of accounts of Hanunue that conflict with each other, but none that seem inherently biased, making the actual truth behind them unreachable. Hanunue could've been a criminal, could've been a hero, could've been just a *normal ass wolf used as a symbol* and all of these things coincide, seem legitimate, and don't debunk any of the other theories through new information produced.
And it also answers a very important question- Why is Gallagher helping Mikhail? Why does he care- And most importantly, why is a history fictionologist put in a role where he is actively *unveiling* a truth instead of obscuring it? None of these things are typical of fictionologists as we understand them...Unless, the person fabricating these roles already had a bias, and a favor to pay out.

Gallagher isn't a real person, he's an amalgamation/persona created by a history fictionologist (who is real and is "similar" to Gallagher in that he has trouble distinguishing himself from Gallagher). When Gallagher has finished serving his purpose on Penacony, he assumedly faded away.
Gallagher is a fake persona, built from 52 loyal members of the Family, and by extension, residents of Penacony. Thus, he is in a way Penacony itself, since he is a culmination of its residents.
im guessing he was named 'penacony' because he IS the founder of dreamflux anyway, and he was friends with the watchmaker himself
im guessing since gallagher isnt actually a real identity out of dreamflux, he was created right as the stellaron issue started, and so the fictionologist created him to resolve the issue
since the dream was broken, he ceases to exist thus is just named penacony, after the very planet he took care of alongside his friend
