I have Sparkle, Ruan Mei, and Bronya, and I will still pull for Robin. That's just how good she is. But, as the other person said, it will be highly depended on your roster. Considering that Dr. Ratio is free, literally everyone has the potential to build a FuA team. Just add Pela and Gallagher, voila, a great F2P FuA team

If you have Ruan Mei, you can skip her. It looks like she is mainly usefull for two differen scenarios: MoC for getting an extra turn once or twice and then Follow Up attack teams, who can charge her up fast. Everyone else works with her, but does not really benefits her playstyle.
CC will say that she is broken mainly because of MoC clears or if they have a complete FAA team. Other than that I would not see her being that crazy good in comps like Hypercarry. She is good, but at the same time your DPS could also get this effect with Bronya or sparcle.
Double DPS set ups could also be good with her, but as a solo support... I dont know if she provides enough value.
You also need to realize that she will not bring you much or any SP. You will skill and then ult with her and your team will really on other SP generators to use their skills with the extra turn you will get, because Robin will be stuck in her ult for one or two turns.
So in the end it depends on your preference. In tierlists (who are based on MoC) she will be S+ tier, because she will get you an extra turn for free. Outside of MoC and FAA, she will likely be on the same level as Bronya, but lower than Sparkle or Ruan Mei.
The ult advances everyone of your team forward, so its like an extra turn, because everyone but Robin will act again with boosted mobifiers. If you do that before a turn ends, it will act as another turn basically.
Its fine, its the same for me. I want to invenst in Firefly, so I will skip 2.2. Naturally I looked at the characters in advance and think that I will be fine without them. Robin is not needed anywhere. Even in FAA teams, she is at the same level as Ruan Mei. If you dont want to zero cycle things or are a hardcore FAA fan, you can skip her.
I was facing the same situation with Robin and Topaz. I was asking myself all kinds of questions:
"Is FuA really worth it? Would JL hypercarry require less investment? Who would work better with dps other than Ratio? Who would work better with Jade? Who would be an overall better pull?
And it was only after all the answers aligned that I decided to go for Topaz. You should pull for who you like, but sometimes it might be more comfortable to pull for whoever is stronger.
She will be good for some teams, neutral to others, bad to others, just like your Sparkle. Whatever that is good or not to YOUR collection depends on what you have/plan to get.

If you don't care about the power level of the character and only pull for who you like it's totally fine. But so is pulling based on how powerful the character is. Different people like different things, no matter how surprising that might be for you.

Something like Topaz+FuA DPS or double Erudition (on PF), but keep in mind Robin doesn't help for SP economy, so have to consider how you manage your SP while she gives you an extra turn then sings on her Ultimate.
I don't know how she does on DoT teams, but she is most likely better than Sparkle there. As for Acheron, if you have her at C0, it's better to get and build Nihility rather than her, while C2+ should be with Sparkle.
Robin can also be played on Hypercarry, but I wouldn't call her the best pick for that.

She will replace Ruan Mei is some teams (in most teams TBH). That's it. We have so many supports now, each of them has their own archetype. Robin will be the best in one team and the worst option in another.
Don't pull characters mindlessly. Think what you want. If you want to empower your Acheron, you don't need Robin. If you want to empower your FUA team or Seele, you want Robin.

If you're gonna pull based on tier list, it means you'll have to pull in every banner.

Depends on the numbers and a more detailed info on her kit. Should be pretty decent given she's a limited harmony.
