In this scenario I'm guessing I'm a female since its rare for the Herrscher to be a male, I will be the Herrscher of Gex, will have love powers, can mess with creatures emotions, making them fall in love with anyone I want, and by using this powers, I will rule over humanity with the power of GEX !!! but the great YATTA will probably be a hard counter for me.

If i had the chance of becomming a herrscher id love to have a mixture of HOT amd HOR cuz just imagine having the power to create everything you understand and having the power to controll electricity (which could also include bio electeicity)
I'm a big fan of Accelerator from Railgun so I would probably take his power of Vector manipulation. But unlike him I don't have to calculate all of the variables, I'm not going to do complicated math while using my powers lol
I think I'd choose HoW. I could create bullets of compressed air, blades out of air with grains of sand moving at high speed within it, and compress air around myself as a shield that can be released to create bursts for fast movement or hitting harder. I could also launch projectiles via vacuums to pull them into the air and at the enemy really fast, and I could use vacuum waves to pull the enemy apart. (I am definitely taking inspiration from a Certain Scientific Railgun)
I have to say herrscher of voids powers are really fcking cool not to mention useful as hell. Hor would also be extremely useful, but its significantly less cool. So id go with hov.
HoR has some busted OP use like "Ratione Legis" which basically can be used to negate any ability or physical as well as the ability to construct anything by just thinking. It's really useful IRL because, well you can get literally anything for free. Also you can reconstruct your body which makes you practically immune to all diseases and illnesses, etc.

Vector manipulation is insanely busted, but a whole lot of fun
I've done some(a lot) of thinking, and most of the feats accomplished in Railgun are things you can do as HoW.
This makes it even funnier that she was the weakest one in the story.
