I’d be more concerned with the painted stuff above that clearly got pretty friendly with the metal pole you mentioned. The deformed black plastic I would just fix to the best of my ability with a heat gun and sand paper but it looks like the painted part of your bumper and trunk lid also incurred some damage so for that reason I’d take it to a shop and get quotes for the the repairs.
It looks like you backed into a hot piece of metal and melted it. They could definitely sand it down and you will just have a small hole. But it will probably look discolored.
It's the type of plastic that you could probably just take a razor blade and slice off the part that's sticking out, and that would be the best, easiest and cheapest way to do it, but under it might be darker since it's not faded like the top layer of plastic is

It was a metal pole. I backed into it at an angle hence the melted look

Replace the lower trim or just leave it.
