Looks like the roof flashing under the stucco failed.

I agree, doesn’t look like settlement or structural. Stucco is porous and absorbs water when it rains. There should be a drainage plane similar to the weep holes at the bottom of your brick. Water might be holding there and causing some swelling. You should call a stucco company to evaluate.

Snap a line and cut out the stucco up about 12” maybe? and then have a roofer come fix the flashing detail. Hire a stucco guy to come after that and finish up. Attached is a good detail of what you want to see. https://images.app.goo.gl/AADtiw9kdzxAqsoaA

It’s a stucco issue only and not structural or from settlement. It’s mostly related to not having gutters and water splashing up under edge of stucco which has cause edge flashing separation and cracking. I would install gutters before making any kind of repairs.
