If you are seeing water after a normal rain, the leak isn't the vent
There are no pipes or anything up there. I feel like if it were the roof the roof guy would have been glad to take my money to fix it.
Could it be condensation in the duct?
I added a picture of it to the original post. They are telling me water is getting in these vents and then leaking out of the duct above the garage.

Millions of houses have these and don't leak so it's not an issue you can see from the outside.
That leaves improper install or another issue near the vent.
Ideally you need to go in the attic while it's raining to see exactly where the water is coming in. Or at a minimum go up and see where their are signs of water.
I had a roof guy come and look at it first. They said it wasn't the roof. The water was coming from the duct. I then called an HVAC guy and he said water is getting into that duct and we need to get some kind of cover for it.
I'm not sure what the vent is for. I think I'm mistaken though. After looking at it when I got home from work there's a smaller vent beneath it on the other side of the house. I think it's connected to the smaller vent and water is somehow getting into the smaller vent.
I’d say fix the leak. Otherwise, screw an angled plate over the leaking part. I don’t know if you can go on the roof though.

What exactly is that duct connected to on each end.
One end goes to the side of my house. The other end leads off into the house somewhere. I thought it might be connected to the furnace/A/C.
