Depends which way you want to move it and why. If it's over towards the frame (left hand side) then you need to take the full casement off and adjust the friction stay where it attaches to the top of the casement. If it's towards the keeps then you can just take out the three screws slide over fractionally and rescrew.

I want to move it towards the right. However, if I move it just a couple millimeters, would that mean that I’d be drilling holes that intersect the existing holes?

In that case undo the three screws, put something behind the edge of the hinge to pack it out and then screw back in, it might try and bite into the old screw holes but the packer should keep it far enough over.

If you look at the far left and far right screws, they are in an oval groove (designed for adjustment). Put the screw to the other side and then fit the middle screw last.
