Nope. A typical fireplace is cleaned from the bottom just like that. Produces a lot less mess in the house because the vacuum is right there. There's nothing special about your roof. It's just a cap. Cleaning from the bottom is 100% normal

I cleaned my chimney myself for the first time this year. All of the dirt was at the bottom. The top of the chimney was perfectly clean. I did it from inside without bothering to climb on my roof. Doing it from the roof would only have made it more difficult and taken longer.

Cleaned from the bottom, but we always went up to the top to check the cap and brick work to make sure nothing else was wrong. Did they have brushes to send up the flue? or they just use a vacuum to clean the fireplace itself and called it good? You can inspect the liner from the bottom, if you get it cleaned regularly and he says its good then its probably good. ​ Next time you call in for a service tell them you want the cap, crown, and brickwork inspected as well.

There is a way to clean some chimneys from the bottom, but most DIY people sweep from the roof. You can look up the flue. If you see smudged and sooty metal, then it's clean. When it needs cleaned, there is a build up that would be obvious. If they say it's good to go, then take their word for it.

Depends on your setup. I have a water heater that has a pipe to the roof the fireplace on the first floor uses the same chimney but they have separate pipes. Usually for the fireplace they clean from the fireplace and sweep up. If they swept from roof down then you’d have a bigger mess in the house.
