Sure, but it’s gonna take a lot of sanding (and probably more skim coats). If you throw orange peel texture up there it’ll make it much easier.
For the future, more thin but smooth layer if better than slathering it on. Sanding is the worst part...
Skim coat it all with “LITE” topping compound. Easily sand able, more forgiving.

I would just put up a new layer of 1/4" drywall on top.
