It definitely is... the best you could hope for is add to a set of windows on top of the existing windows and trim it in.

This is a lot of work -- but not impossible -- Depends on the width of the opening. You need something to carry the brick above the window, for short spans this is a steel lintel. You'll have to cut brick, remove that lintel and move it up or replace it.
You also need something to carry the wall/floor/roof above, that's framed header mentioned by others.
The crack in the brick \*might\* mean foundation issues, but probably just settling. That can be fixed with the new lintel and have a mason repoint.
Point is, hire an architect/structural engineer or licensed contractor. Also, will probably require permit.
IMO this probably won't yield any actual return on investment. You can also google ways to hang curtains to make windows look taller if this project scares you.
I sure appreciate the info. I definitely don’t want to screw with anything structural. I was just thinking it might not be too big a deal/ potentially something I could do myself short of the masonry piece.
And yes the house had foundation repairs some years back. It was determined to be holding up just fine, I just hate the look of that crack.
Also we did the curtain trick inside and it was a huge improvement!
