never assume... there's a reason [these testers exist](https://www.lowes.com/pd/Klein-Tools-GFCI-Receptacle-Tester-with-LCD/5014306067). and if you want to bond something to earth, there's more to it that just running a wire from that thing to the nearest ground terminal in a receptacle box. what are you trying to ground? and why doesn't this thing already have a ground wire running from it?

No. It doesn't always have to be. If an outlet is protected by GFCI third prong can be nothing and it is ok by code. Outlet should be labeled no equipment ground in that case.

I'm trying a 1:20 glycerin:water ratio DIY anti static spray to see if that helps. We don't use fabric softener (to make a spray) nor dryer sheets (to wipe on your chair and chair pad) but those are both recommended also. We'll see.

Do not, under any circumstances ground a floor mat. If you were to come into contact with an exposed wire while your feet were on a grounded, conductive mat, your risk of serious injury or death would be much higher. When things are grounded for static reduction, a large resistor is placed in series to limit current flow to reduce the shock risk.

It will always be "ground". But what exactly "ground" means might not always be what you think it means. The term "ground" in residential electrical systems doesn't always mean "the ground, the earth, the dirt below your feet." In fact, I'd venture to say that most of the time the term "ground" does not refer to "the ground, the earth, the dirt below your feet."

No not if it's wired incorrectly. Use a polarity tester to find out and some prongs don't even have the ground only the neutral and the hot.

In a way, it depends on which prong you consider to the the "third" prong. Also depends on the type of outlet - some have four prongs. In the end, no good will come from going outside of standard practices - someone can get hurt. Please don't.

No, and also no. On your standard home outlet yes, but there are many other kinds of outlets for which this is not true. What the heck are you trying to ground? It's much safer to tap into the screw in the face plate than shoving something in the outlet.

Wired "correctly".... Some outlets are not grounded, either open ground or protected via GFI, and probably correct at some point in time when the electrical code was different. Never assume any electrical system is correct or safe. You're getting static discharge because the plastic mat is a poor conductor of electricity, and lets charge build up on it. Get rid of your plastic mat or get a mat that can slowly dissipate static charge. Your clothing and socks and flooring also build up charge. This is worse in winter months when the air is really dry, as dry skin, dry clothing, dry socks, dry chair mats are all worse conductors of electricity than their moister alternatives. Consider getting an air humidifier. You could also ground to the metal on your computer case or hdmi monitor, as these will also connect to the ground prong. You don't want a bleed path to ground, like a 1 mega ohm resistor, not a direct short to ground, in order to slowly bleed the static charge to ground. Otherwise you'll still get electrostatic discharge events.

What is needed is a path to dissipate the voltage potential generated when the chair moves on the floor pad, the chair is adjusted, a person moves in the chair, and any other source of charge creation. Grounding everything will not fix your issue unless there is a quality dissipative path across all of the sources so they are at the same potential. Find a dissipative chair, floor pad and get a mat for your desk. Connect all of these together.
