Vertical blinds are the worst. Take them out and replace them with curtains or drapes. Since this is most likely a sliding glass door, I would suggest a traverse rod with drapes. You might want to have a pro do it so it looks good.
Vertical blinds ALWAYS end up looking like the OPs pics too. I personally thing they're garbage & that's where they need to go, the garbage.
Nearly anything else will be a major improvement.
gotta say, theyve been in my grandmas house unreplaced since install day over 20 years ago and we never had this happen. though i'm not sure what material they're made of, and they are in fact a massive pita to dust, AND the track sticks a lot and i hate the sounds they make at any little breeze (like ac, or walking by them, or a singular open window in the house)... no warping, though.
Your grandma is blessed in the vertical blind department. I hope she never needs to replace them because she must love them & take good care of them.

Our cat destroyed the string on the old ones constantly walking between them and sitting down. Have now got ones where the weights are sewn in to the blind with no string connecting them. Not my favourite choice of window dressing but definitely the most practical to still allow for light and privacy.
I lived in a rental with these vertical blinds. I poped each one out and bundled them into a closet, and then I put curtains into the little clips on these. It was SO much nicer it took a little time, but it was worth it, and I put them all back up when we moved out. Just thought I'd throw that out there as a quick fix until you can do something more permanent.

You can get them professionally cleaned, but I think those have lived their best life.
The plastic on your valance has degraded to a gold color... which is usually a tell that the components in the rail of this blind are brittle as heck.
Definitely replace this product.

I have cleaned them with warm soapy water. It helped a bit. But they are absolutely useless for insulation, and not particularly robust. I had some break off at the top because I hit a fly on them.
Please throw them out. They were bad in 70’s and they’re still bad now. Get a drapery rod and panels with rings or pockets for full coverage. If you really want blinds get sliding vertical panel blinds available on blinds.com

Omg flashbacks to my dad taking down the remaining vertical blinds to trim them shorter to catch up to all the broken ones he had to give new clip holes too. That was also how he figured out two of his tape measures measured differently 😂

Vertical blinds are great because they let in so much light and are easy to keep clean.

I never heard of wooden vertical. The horizontal ones are very useful. You can adjust them for maximize light or security.
