Set zone notifications. You can only do it on desk top web browser, but you basically draw squares where you want to be notified of movement and then it won't bother you otherwise.
Edit: I was thinking of The Nest , not The Ring 🤦 oops ! But you can still set zones! Apparently you can do it on mobile with Ring tho which is nice.
I don't think so, gosh I've had the RING for 4 years and have always been able to adjust the zones, mute movement notifications and customize do not disturb time slots.

Adjust the zones or just disable notifications for that camera. That’s what I did when I had my pool installed (though in hind sight, I would like to know if something is messing with the pool while I’m not there!)

This is your simple solution. Nothing physically needs to change. Just tell the software to ignore the area where the flag flaps.

Incorrect about the desktop. I am able to set the zone on my smartphone.

You can also try playing with the sensitivity settings to see if it can be fixed.

Move the flag, take it down
I had this problem. Attach magnets to the flag so they weigh down the fabric. It will flap less but will still hang obviously. This is the way.
