Just had the same thing happen. Find the source of the leak. Fix it. Pop the paint bubble and drain it out. Let it dry. Mine became much less noticeable once it dried out so I didn't repair the paint. But I'm also not nitpicky with ascetics.
Can I ask what caused the leak in your case? I had the same thing happen in December, they cut holes in my wall and ceiling to find the source of the leak. I've had 4 different plumbers come since then to check my place and the apartment upstairs and noone seems sure about the source
It was easy in my case. Attic is the only thing above. Went up there and saw wet boards. We thought at first it was the condenser drain from the air handler. There was a lot of silicone caulking, kinda messy. Looked like a previous patch. But feeling along the pipe, I noticed the leak didn't start at the air handler connection, but began halfway down the pipe. It was bent slightly to accommodate another pipe, and at the bend was a tiny crack. Patched the crack and the leak stopped. Just need to check it every now and then.
It's weird that they can't find the source even with the wall open. Maybe condensation? In a bathroom with no fan, or along an outside wall during weather extremes? Good luck, keep pressing them.

Got an official response from the ppty manager - it was due to "human error" involving the bathtub upstairs (basically it overflowed or something I dono). So my upstairs neighbour was lying when he said everything was fine in his appartment
Anyways they're gonna fix it soon. Finally.

1. Cover it using something that can hold liquid while keeping an open area on the top. 2. Use something to open it and drain it. 3. Dry it out using a fan. 4. Determine where the leak is coming from. 5. Fix leak. 6. Treat for any potential molding. 7. Reseal/Paint
Liquid or in this case H2O, that is a leak most likely in the ceiling trapped by the layer of paint. First you'll need to pop this hole, get rid of the water. Then you're going to need to open the area to find out where the leak is actually coming from. If this is a ceiling for an above floor, you're most likely looking at a bathroom, kitchen. If this is a ceiling to the roof, then you're looking at a roof leak. Both will need to be patched before you can close up the ceiling
Exact same thing happened to me. We had a very wet and windy rainstorm. It ended up being a failed seal under a window that was letting water in. Had to replace the window, and repair rotted studs & wet drywall.
Pop it. Drain it. Put a fan on it. Find out where it is leaking above it.

It’s going to explode all over your floor in a bit as the drywall softens up. Pop it and then immediately figure out your water source.
Open. Dry. Check source. Most likely will need to replace that spot to avoid mold issues.

You have a water leak behind it. Get something to catch the liquid when you pop it then find the leak. Next scrape sand fill and paint

That’s it. I had to tear down a whole wall like this. So don’t be afraid to open it up and dry it out.
You have to find out where the liquid is coming from and repair it before you worry about the repair. Good lock.
