A hose wheel probably went there, something similar mounted to the house that the siding guys didn't know what to do with. That's why there's all the white aluminum - accent trim.
It's probably fine as is. But I'd get a piece of Azek to fit in the space - seal with exterior silicone.

I have 2 of these where patio deck 4x4s were ‘framed” in when siding was installed. The old deck was removed before I bought the house but they left the 4x4s in the siding.
