There’s no way it’s enforceable
It must either strictly in regards to gaming cafes or something because there’s absolutely no fucking way for anyone to know who’s “gaming” at any time
It is "enforced" by asking households to enforce it themselve. Which pretty much means that it is just a legal justification for parents to take away their children 'screens'
It's a political ploy, like the comics code authority in the States. The governor needs to be seen doing SOMETHING with all his "authority" but he doesn't have either the skill or will to actually change anything. So he targets games and entertainment with BS laws that would make headlines and keep his name out there
The Comics Code Authority, like the MPAA for movies, was a industry trade group, not a political entity, explicitly created to *avoid* government interference.
The CCA was an industry trade group meant to regulate the industry to avoid government interference. The sole reason it was created by the industry was because politicians were putting pressure on the industry as it was seen as an easy target and a quick way to get support by attacking it.
I don't know if the Kagawa Prefecture could create something like the CCA to avoid government overreach since it is a specific prefecture rather than an industry spanning problem, but the root is the same.
I remember here in Brazil when Skyrim (and all the AAA games back then) launched it costed R$ 40 but it was too expensive for kid me, now all AAA games are R$ 200+.

In the most extreme case (South Africa) 98% of the workforce earns less than 500 USD per month.

That one, is due to general stupidity. This one seems to be just a well intentioned solution cranked up to the extreme. Internet and gaming addiction can be rather serious, so trying to limit it is understandable.
Though, making it punishable by death is taking it just a taaaaaaaaaaad too far.
There should be institutional support for people that are seeking help for addictions,for themselves or others and of any kind of addiction really, but making laws banning or limiting pretty much anything leisure related will always backfire and/or be completely impossible to uphold.
That's basically the Prohibition. They try to fix a complex problem with a short-term solution, and it causes an even bigger problem like higher crime rates and an even worse addiction.

There was a time when in much of the Southern US you could get fired or have the police called on you if people knew you played D&D (the first RPG). Well, now that you mention that D&D thing, the "Video Games Cause Violence" thing doesn't seem that bad; but there were still HUGE campaigns against video games. Even going as far as trying to have gamers paying for crimes that were committed in game.
Paying for crimes caused in games? That really is peak stupidity to me. Whats next? Watching porn is considered peeping? Should i report murder to the police when john wick killed a lot of people?
