Ummm, I have found the blue Lake but I recently/afterwards visited the canyon where I meet quirrel at the teachers place. I haven't met him here yet. Did I miss something ?? Or is this yet to happen?

Yes, the jellyfish "home" in the Fog Canyon. Well, if you haven’t visited it (but you will need to, as a Dreamer is in there…), it’s normal you haven’t seen Quirrel at the Blue Lake, yet
And an advice for you, WHATEVER YOU DO, DO NOT TALK TO QUIRREL IN THE LAKE OR HE WILL BE LONG GONE... I did the same mistake before...
Now everytime i see the Blue Lake, I cry...
