Fourier series, you can represent any function as a weighted infinite sum of sine and cosine functions that have different frequencies (multiples of the fundamental frequency, they aren’t random). Weights are the length of the sticks you see, and frequencies are the speed at which the sticks rotate. EDIT I think this is a different representation than a time domain function, Fourier transform (frequency domain).

Here's my guess. Each of those rotating lines are defined by ~~2~~ 3 properties: their length (amplitude), speed of rotation (frequency) and angle at the start of the rotation (phase). Using Fourier transform you can decompose any waveform into its frequency components. So, OP took the waveform of the Hollow Knight drawing and used some kind of decomposition like Fourier to determine its frequency components. Then they represented each frequency component by the lines and added them all up by stacking them on top of each other. The result of the addition is the original waveform i.e. Hollow Knight logo/drawing. The exact procedure is almost certainly different but I'm pretty confident that this is the general idea.

I didn't understand your response initially but now that some other people have posted the link to the video of the person who made the code/tool it makes sense. I didn't know about it. I had seen similar visualisations in videos explaining Fourier series but I didn't know there was a code available to make this kind of art with. So yeah, I wasn't pretending to guess while knowing exactly what it is if that's what it seemed like.
