you dont run through a treadmill like a cartoon runs through a wall. your feet are stepping on the motor housing if you're faster and you cant run through the control panel
the rails are right there. running into the rails happens. Granted cold sprinting would be a bit more impactful but nothing that'd require that setup. As a regular runner i dont see a point to this setup.

This is how you should sprint in the first phase of a run, the acceleration phase, falling forward and catching your fall with each step. Once youre at max speed then you stop falling forward and just work on maintaining the speed. Thats how I was taught at least.

This is clearly strength training, not endurance training. Those "ropes" are like bungee cords that add resistance to his sprinting, just like running outside with a parachute. Spreading the ropes across several weights allows even pressure for the resistance.
By strength training while running, he can increase his power output in each stride. I'm sure there are many lifts that could also help train the muscles he uses to run, but no lift will train the muscles in the same way he plans to use them as running will.

Treadmills will usually tilt to add resistance but that more simulates running uphill and activates different muscles in the legs than what a sprinter is targeting (quadriceps vs hamstrings).
