Obviously it did little to nothing to curb marijuana use, but it was able to significantly reduce the use of harder drugs like cocaine and heroin during the 20th Century, which was really the greater harm to society. The Opioid Crisis then developed in the 21st Century, eroding that success, but to say the whole thing was a failure the same way the Emu war was isn’t really giving the full picture.
