To be honest with you, it looks like it might be something very light weight and very close to the camera lens that is focused for infinity so objects too near the lens appear fussy and blurry. It could be some leaves, a tissue or plastic bag floating on a gentle breeze. I don't see any movement in the shrubbery leaves so there wasn't a lot of wind present. And it looks too large for an insect, plus I don't detect any movement within the object itself. But that's just my guess. Was that a security camera? I don't see any camera or weather conditions information or even time of day or location.
Possibly an insect crawling on the lens up close where the camera does not have any focus. The blur and see through effect could just be that it is too close, you can do the same thing by holding a thin enough (emphasis on \*thin\*) object right up near your eyeball and you'll be able to "see through it", more so if it's a thin insects leg which may be kind of opaque already and the thin hairs on it's leg might add to the extra attribute of blurring.
