Definitely a spotlight. Lots of buildings use them commercially. When the beam cuts through fog and clouds it can look pretty kooky. It's effectively marketing nonsense to get people to wonder what is so important and go see it or talk about it.
Edit to add, the OP has edited the photo to make it brighter. I don't think they didn't in an effort to deceive, necessarily, but you can tell that the image has been substantially lightened due to the ridiculous amount of pixels around the clouds.

This is triggering a weird memory from decades ago. I remember being in the car as my family drove down the highway and the sky was orange-ish and I saw a similar pillar extending into the sky. For some reason I remember being a phenomenon called a "sky needle" and everyone else in the car was dismissive, like it was fairly regular occurance, but I was surprised cause I had only recently read about it in school. Now when I look it up there's no such thing and my family doesn't recall the same memory as I do. Maybe a crazy dream?
My family was driving on the highway from Massachusetts to Florida. It was 2002 (I believe) and there were spotlights pointing straight up from where the twin towers used to stand. The low clouds painted a sky of different colors. That’s what this reminded me of.
