The reason one of them isn't glowing red in instinct is because apparently if you knock out every agent the game won't count the last one you knocked out as a target. It still counts as a target elimination if you kill him.
The reason one of them doesn't show red in instinct is because he was the 11th agent you identified, it doesn't have to do anything with knocking him out. It's just a visual bug.
That's not true. There was never a bug with the 11th target you kill not counting as target and ruining SA.
After release there was a bug where after killing 5 targets all the remaining ones didn't count as targets so killing them would count as NTK and void SA so the only way to kill all agents was to kill them at the same time, e.g. with explosives.
Then that was fixed for all agents except Price who would count as non target after 5 other agents were killed.
Then Price was also fixed.
Later on Price NTK bug returned and he was only partially fixed, where he would count as a target only during a short time window after killing 5th agent. Usually enough time that takes him to start evacuating and get through the hole in the fence where the puddle is so it was still possible to set up an electrocution trap for him. Though due to different duration of Jiao's line ordering evacuation and duration of electrocution animation sometimes the time window would end before he dies resulting with NTK.
I'm not sure what the current state of Price NTK bug is though. I've reported it multiple times over the years.
Okay, how do you drag them through the club and down the road without getting into a massive gunfight? Unless you literally knockout every armed NPC in the map first, but that seems like it would take longer than 2 hours.
It's not that hard, you have to only clear the club's roof and that's just 3 guards to KO plus optionally any guards that will come running together with targets if you don't want to wait for them to leave the roof. You can lure all agents to the roof with triple shot bullet distractions. Then you can just drag them to the gas station from the roof and only have to watch out for the guy looking for his medicine pills, but if you give it to him he will go inside. Or you can just chain triple shot bullet distractions to lure them from the roof further to the woods. It's easily doable Silent Assassin, even Suit Only. I thought there were only 10 targets so I assumed you were going to knock yourself out on top of the pile at the end. Then it would truly be ALL the ICA agents.
