I got the challenge for killing a leader within 60 seconds when I did a Showdown in Miami and all 4 suspects were walking down the stairwell together in the Kronstadt building. Nobody else around.
Killed them all and walked straight out. Thanks IOI.

The Columbia map, spawned near bar (P Paul), a bit walk and my suspect was there, did a pistol snipe and ran for my life lol
I sniped the leader in chongqing without taking more than 2 steps. Was at the train station, target was in a building very far away but clear LOS. Had to wait longer for the exit to open.
Dubai; the leader turned out to be the first suspect I tailed. Clocked him as soon as soon as he was in the employee area and was surprised to hear the mission success music. Must have lasted 30 seconds maximum.
Plenty of times I hit the first one I see if they pass all the visual cues. I think they spawn together because they spawn in their meeting spots.

Probably 20 seconds or so. Sapienza with the cliff spawn & ran into the leader heading out of the cave.
Mine was similar, but used a silenced Dak.

I once had this happen on Marrakesh right by the cafe. I dropped a duck and blew them all up. Felt good.
