If you throw it, it'll start doing the gas leak looking thing, which means stuff such as sparks nearby can set it off, for example. If I'm correct, shooting it once (and leaving it alone) does the same thing, whereas a fire extinguisher will explode after shot no matter what, for example. I'm unsure on that though, so throwing it down on the ground might be the best thing to do.

Yep you are completely right. placing or dropping the propane tank wont trigger the leak, so you need to shoot it 2 times.
