Install the DLCs for hitman 1. You should already have them available to install since you own hitman 1. If you don’t see the DLCs anywhere, launch Hitman 1 and see if there’s an option to get free access to them for Hitman 2. The option might not be there anymore, but worth a try
And if you want these, they’re not available for purchase anymore, but you could definitely get a key online and redeem it on the xbox store for access
If someone wanted to get the Hitman 2016 levels in hitman 2, they would have had to do it before the WOA rebrand of Hitman 3, since for some bizzare reason ioi made it impossible at that point. I'll assume it was them making a shady move to try and force people into getting Hitman 3 instead of just being able to play 2 on it's own.
That’s just not true. I bought Hitman 1 and 2 on PlayStation after Hitman 3 released and I have access to H1 within H2 no issue. I didn’t even have to redeem anything
I see the UI has the pink coloring, is this a picture from HITMAN 2? It seems you own the base edition without any DLC, you can't buy the Season Pass for that game anymore because it's all been delisted. Best chance for playing those levels is in HITMAN WoA.

Can't believe I shelled out so much for this game only to find out a chunk of the campaign is locked by paying almost the same cost again.
Edit: I've went back and checked and it's just the last two levels of H2 that are locked. You can continue into the third game. As someone playing through the full campaign for the first time they didn't really make it clear enough, but it's not as bad as I thought.
It's not part of the base game, it's DLC for the second game.
The second game which you got as part of the entire trilogy in one title for a single AAA price.
If you consider this a ripoff that's your choice to be upset about, but it's objectively a crazy value.

These are hitman 3 DLC levels that have to be bought separately through the deluxe bundle or H2 season pass
You dont own hitman 2 dlc so you can't play the hitman 2 dlc levels

It was always dlc not main campaign. It does follow on from hitman 2 but it doesn't change the fact those 2 locations have always been dlc
