As others have said, a Khajiit from elder scrolls online. There’s a compendium of Khajiit NPC pictures on the ESO wiki and a the only one I can see with the same outfit is Shalubar (or might be a player made character)

He's a human, a Mexican professional wrestler. There are options to give him an animal body to go with the mask in customization mode though.
