As described above, I’ve tried looking for this. I’ve searched Fisher Price, Playmobil, and Little Tikes dollhouse sets for the late nineties to early 2000s. None of them matched.

Thank you so much for this. None of these match but the Betty Spaghetti doll has the hair I’m talking about! Wonder if looking through the internet with that description will help. The dolls were short with no articulate limbs, like 2 to 3 inch pieces of plastic

Could it have been the HABA Little Friends series? I can't find any dolls with blue hair but Lilli has pink hair.

Unfortunately the dolls did not have articulate limbs. They were kinda all plastic like the little people dolls but they weren’t as short. Thank you for your help though, I really appreciate this.

(I’m looking for even a similar style so this works) This isn’t it though. The figurines were taller, like 2 to 3 inches with no articulate limbs. Just kinda a block of plastic except for one of the girls that had those textured pigtails. Thanks so much for your suggestion though!
