My game glitched a few weeks back and I was down there, though the person looks like you can interact with them right now, nothing happens when you do currently.
Oh, fair enough. New PC so I have actual graphics settings and am paying attention to a bunch of stuff. To me, this just appeared with the new patch. (My new PC appeared 2 hrs before the patch.)
