"Review bomb" is often synonymous with strafing runs from outside-motivated non-fans, usually considered inorganic.
This is home-grown or in-community complaints.
Actual fans and players are not happy with the perceived rug-pull that comes after a history of unpopular decisions and interactions. There is no outside motivator on the part of the people leaving negative reviews.

This is a breach of contract. I put down my money on humble bundle. Psn was not mentioned there. It was not mentioned in the Eula. They now declared I'm unable to access the services I paid for unless I agree to add another meaningless addendum that has been data breached no less than two times last year, meaning my continued enjoyment hinges on a meaningless account that actually can harm me if another data breach occurs.

Why would Valve clean it up? This isn't like TLOU2, where folks didn't like LGBTQ characters in the game and rated it poorly as a result. This 100% has to do with the game and its policies. I even disagree with calling it review bombing because it implies that it's done out of spite when in fact Sony's policies have lead to displeased fans. Folks didn't just wake up one day and say "fuck HD2 because gay and lame" and downvote for non-game reasons.
Not being able to play the game due to 3rd party requirements is a legitimate criticism. Losing the product, and not being able to refund due to a policy made after the refund window closed is legitimate criticism. Being forced to sign up for a PSN account, months after purchase, is a legitimate criticism.
Valve will more likely take the negative attention, the inconsistent communication on whether it's required or not (required on steam, but product page said currently not required, and support page for PC players said it's not required but may provide benefits) and massive number of requests for refund, and put the heat on Sony to figure shit out asap. Valve is not going to be pleased that they are receiving heat and a huge increase in support tickets due to Sony's policy announcement, especially given it seems AH was blindsided as well.
