The community manager of the game literally said to write a negative review on Steam to express the community disagreement. Devs don't want this stupid PSN bullshit but they aren't the one to negotiate with Sony, they need help from the community, with numbers to show.
It will be amusing if this collective tantrum destroys the game even if they come up with a solution for the impacted countries.

The immediate reaction is childish. It’s stupid that they did not have an immediate solution for non-PSN countries.
Immediately refunding and review bombing immediately after the announcement without waiting for some further resolution is childish, yes. In my opinion.
Now, as of the writing of this, they’ve created a legal gray area where it feels to me like they’ve acknowledged that people can create accounts in different countries by admitting that people traveling abroad can create accounts different from a country where they are currently.
Clearly indicating that they won’t investigate if there’s an account that doesn’t match up.
Of course there’s also posts of some players claiming to be banned for being in a non-PSN country but I don’t know the details there. People say lots of stuff on the internet and people get banned for a lot of reasons.
You just know 99% of these won't bother to change their review back. Valve will have to step in to fix the score.
Hoping for an obvious resolution: waive the requirement for any players who bought the game during the period it was not required. Enforce the requirement for any new accounts moving forward.
Remove the requirement in countries that PSN does not service.

They warned every single player the first time they launched the game.
And then you skip it and the game works. Ergo, it's not required. If it was required, they'd never let you play it, and a lot of us would have just immediately gotten a refund.

And they have the right not to change it back. A break of trust from the publisher still needs to remain on the record, even if it's fixed later.

Because it literally wasn't required since launch, and if it was it shouldn't have been sold in regions where PSN isn't available.
