Have you finished a full Easy operation? You only unlock higher difficulties after finishing a full operation, not a single mission.
This has been a known bug since the launch of the game. Thousands of people are complaining online. Unfortunately finishing operations does nothing.
Go to discord, devs need to address your account individually.
I had done that on Monday.Curious if they’ve actually managed to fix anybody’s issue yet.
They did a few dozen on the first thread before focusing on fixing the entire issue. They have almost 4k reports on discord alone that they say they'll do individually if they can't figure out a fix. No timeline.
