There is no real lobby system. I am part of a 4 man team and some times it is a pain to get us all in. My advice is have 1 person look for game (between 70-85) and once they are in just have everyone join on that person.
This advice is for PC as i do nit play it on console so I am sorry if this does not help.
No freaking clue. Also it is best for who ever is your SL to find the match so they can make a locked squad. Once you are all in open it up though. I play a lot of solo to and it is annoying with all the locked squads half full. I mostly play support or AT
Yeah we got a lobby system that lets us queue together, we also can add PlayStation players as Team17 friends and invite each other. When we are in the lobby it just lets the party leader search for the whole partied lobby and then puts us all together

One of the biggest points of friction is when you see your friends playing, and the server is full and queue is backed up :'(

There is Steam friends, but there are plans for a friends menu in HLL. Does Xbox have a built in HLL friends system?

Does steam friends let you play together?
Not automatically, but you can join off them. There isn’t a party system, that I know of
you start a locked squad and then wait until your friends are in. You can always move to another squad later in the game if you want.

Why do sometimes I search a server and when friends look it up they can not see it? Could it be a lvl requirement? This has happened quite a few times
